The Bundesliga is divided into two divisions: the 1. Bundesliga (although the First prefix is rarely used) and the 2. Bundesliga (2nd Bundesliga), which has been the second tier of German football since 1974. Professional leagues are known as Bundesligen (plural). The 3. Liga (3rd League) in Germany has been a professional league since 2008, but it is not known as the Bundesliga since it is managed by the German Football Association (DFB) rather than the German Football League (DFL), as the two Bundesligen are (DFL).

Leagues are often separated into regional divisions below the level of the 3. Liga. The Regionalligen, for example, is currently divided into four divisions: Nord (North), Nordost (Northeast), Süd (South), Südwest (Southwest), and West. There are thirteen parallel divisions below that, the majority of which are named Oberligen (upper leagues) and represent federal states or large metropolitan and geographical areas. The levels below the Oberligen vary depending on the locality. The league structure has evolved over time to reflect the level of involvement in the sport in different sections of the country. The reunification of Germany and the following incorporation of the East German national league drove developments in the early 1990s.

Every team in the two Bundesligen must have a league license to play, otherwise they will be relegated to the regional leagues. Teams must be financially stable and adhere to certain organizational criteria in order to get a license.
