The Premier League’s Member Clubs
The Premier League is a private organization owned entirely by the League’s 20 Member Clubs at any given moment.

Each club is self-contained, operating within the laws of football as outlined by the Premier League, the FA, UEFA, and FIFA, as well as English and European law.

In the Premier League, each of the 20 clubs is a shareholder. The Premier League values consultation, and Shareholder meetings, which are held at regular intervals during the season, are the ultimate decision-making venue for Premier League policy.

The Premier League AGM occurs at the end of each season, when relegated clubs transfer their shares to the clubs promoted from the Football League Championship into the Premier League.

At the Shareholder Meeting, clubs have the chance to propose new rules or revisions. Each Member Club has one vote, and all rule changes and large commercial contracts must have at least a two-thirds vote, or 14 clubs, in order to be approved.

The Premier League Rule Book, which is included in the Handbook (Download: Premier League Handbook; PDF 26.3MB), serves as a contract between the League, the Member Clubs, and each other, establishing the competition’s structure and operation.

Any severe violation of the Rule Book triggers the formation of an independent three-person tribunal to hear the case, determine guilt, and determine the appropriate punishment, which can vary from fines to point deductions to expulsion from the competition in extreme situations (this has never happened in the history of the Premier League).
